Video Thumbnail Creating

Can anyone recommend a free a good video screen capture program. I have a ton of video I am trying to upload but it is taking forever (and quality is horrible) to do it via print screen and media player.

Does anyone know of any software that fan do video in bulk...take screen captures of the 15th frame of every video in a directory?

Man...that would really help a TON!
